Meeting of CEO on 04/12/2007

Chief Electoral Officer (CEO), West Bengal visited and attended a meeting with Joint Chief Electoral Officer (CEO), West Bengal, District Election Officer, Hooghly on 04/12/2007 at the District of Hooghly.
Additional District Magistrate (General), Hooghly, Additional Superintendent of Police, Head Qtrs., Sub-Divisional Officer, Sadar Hooghly, Returning Officer, for 188-Balagarh(SC) Assembly Constituency, Officer-in-Charge, Election Department, Hooghly and other Officer-in-Charges of different CELLs, Representatives of WTL were among the important members present in the meeting.
The Assembly Bye-Election to the 188-Balagarh (SC) Assembly Constituency was the only topic discussed in the meeting.

Chief Electoral Officer, West Bengal, explained every intricate details to the members present in the meeting and enhanced in the fact that this election will have to become a model Election Process. He greeted the District Election Officer, Hooghly with “Best of Luck” for the said election and the Meeting ended with thanks from and to the chairs.

Visit of Hon'ble CEO, West Bengal

Sri. Debashis Sen I.A.S, Hon'ble Chief Electoral Officer, West Bengal is going to visit the district Hooghly today at 11 AM. He will be accompanied with Sri. N. K. Sahana, Joint Chief Electoral Officer, West Bengal during the visit.

He is going to take part in a meeting with Shri Binod Kumar I.A.S., District Election Officer, Hooghly along with other officers like Addl. District Magistrates, Sub-Divisional Officer-Sadar-Hooghly, Returning Officer-188 Balagarh(SC) Assembly Constituency, Officer-in-Charge, Election Department-Hooghly, Block-Development-Officers of Balagarh and Chinsurah Mogra Blocks.

The main agendas of the meeting are...

1. Assembly Bye Election to the 188-Balagarh (SC) Assembly Constituency.

2. Summary Revision of Electoral Roll - 2008.

3. Miscellaneous.

Corrected Copy of SRER-2008 Partwise Report Format

Though the Partwise Blank Format have been already sent to you via e-mail, there is a mistake in the "Forms Received" and "Photos Received" Sheets. The period was wrongly writen instead of being 14.11.2007 to 03.12.2007 and therefore corrected Format is being sent via e-mail once again.
It is recomended that, you download the new format from e-mail attachment and work on the same.
If anyone have already started working with the old Excel Sheet, the password is: 2007 to unprotect the Sheet and after correction, please protect the sheet with the same password.

Instruction for Permanent EPIC Center

Permanent EPIC Centre (PEC) will be opened from 01/12/2007 for the correction and preparation of duplicate EPIC in case of lost or damaged EPIC on payment of Rs.25 for each case.
This will continue upto 31/12/2007.
No Non-Image / Non-EPIC electors will be entertained at the PEC for the said period.
Non-Image Electors, who will attend PEC for this period with Form-001B as supplied earliar, are advised to submit Photographs along with Form-001B for the preparation of EPIC. Such types of EPICs will be delivered after 07/03/2008.
The PEC will temporarily suspend with effect from 01/01/2008 until farther order.

SRER-2008 Field Visit of the District Magistrate, Hooghly

I would like to inform all the Election Officials that the blank format for Partwise Report Return have already been sent to them via e-mail. Please download the same for filling up the required figures at your end and mail back the same as and when required to this end.

The District Magistrate, Hooghly (DM) along with SDO Serampore, OC Election, Hooghly and OC Election, Serampore conducted Field Visit to supervise the works of Custodian cum Designated Officers (CDOs) on 25/11/2007 in Serampore Sub-Division.

During his visit of several polling stations under 180-Serampore and 181-Champdani Assembly Constituencies, he observed the following.

Blank Formats for Report Return SRER-2008

The blank formats for Partwise Forms Received, Photo Received, Disposal, etc. have already been sent to all SDOs and BDOs by e-mail.
Download the same and enter required data in Forms Received, Photos Received only. Disposal Report will be automatically prepared. In Disposal sheet enter Accepted Number of Forms, Rejected will be automatically calculated. Suo-Moto data will have to be entered.
Seperate Soft Copy via e-mail to Each Block have been sent to fill up the data from the Block's part.
Please mail back this soft copy as and when required after filling up the required data.

Weekly Report of Forms Received

I would like to thank all officials and staff engaged in the Special Summary Revision of Electoral Roll 2008, for their continuous efforts in smooth receipt of Form 6/7/8/8A & 001C.

The first weekly report of forms received from 14/11/2007 to 20/11/2007 have been received at this end and sent to the office of the Chief Electoral Officer, West Bengal. In connection to this report the following are worth mentioning.

1. All the figures in the report must be in cumulative mannaer. You may download the report format which checks for cumulative figures and set the Font to BOLD and RED if cumulative figures are not given.



2. Report should reach to the district office by the end of the week positively. That is, report upto 20/11/2007 must reach on 21/11/2007, and so on.



3. Partwise report formats for the same may be downloaded from this blog very soon. Accordingly partwise data should be filled up for smooth preparation of partwise disposal report, that is Form - 004.

Online Application

Like last year, one can apply online through CEO's website. Applicants will be asked to meet the ERO on 14.12.2007 at his office with supporting documents. The signature of the applicant will be taken on the print-out of the e-application form 6/7/8/8A during this special hearing by ERO.

At the time of this hearing, the applicant can also submit 2 photos on Form 001C. So, all EROs may be advised to remain present in their offices on 14.12.2007 with rolls of all ACs for which he is the ERO. Support staff setup may also be kept ready.

Official Visit to Polling Stations

As the Special Summary Revision of Photo Electoral Roll 2008 has already begun from 14th November, 2007, all SDOs, EROs, BDOs and AEROs are requested to visit designated location as much as possible for the period from 14/11/2007 to 03/12/2007 for monitoring of revision works.

All BDOs and AEROs are requested to prepare and submit a field visit report to their respective EROs. A blank format of the said Field Visit Report may be downloaded from the following link.

Training of DOs held for 186-187 AC

The Designated Officer (DO) level training of SRER-2008 has been held for the 186- Chinsurah and 187-Bansberia Assembly Constituencies (AC) today.

Sub-Divisional Officer (SDO, Sadar Hooghly remained present in the said training and Officer-In-Charge, Election Department has successfully trained the DOs and Supervisors of the said ACs.

All SDOs / Block Development Officers (BDOs) are requested to train the DOs and Supervisors in their jurisdiction in the same fashion.

A meeting for Summary Revision of Photo Electoral Roll - 2008 has been held on 6th November, 2007 at the Collectorate Meeting Hall with all Sub-Divisional Officers (SDOs) & Block Development Officers (BDOs) of Hooghly District.

The guideline for the Summary Revision of Photo Electoral Roll - 2008, has been enclosed for download. A letter showing Report Return Schedule for SRPER-2008 has been enclosed as well.
